The 3rd year Anniversary will launch on Febuary 4th at the end of season 11 and last year they did allow players to get heirloom shards to buy whichever heirloom they wanted. This year appears to be the same as they moved up the collection event early to allow for more time to pass before having another 160 dollar heirloom (Its not free) enter the pool again.
