Inquire about missing persons to Parker to start this quest. Head to Westside and ask Saint James what he knows. After he waves you off, go to the Casa Madrid apartments. Pick the lock to Saint Jame's room or buy a key off of Sweetie. Take the teddy bear on his bed. Next to his room is Dermot's room which may not need to be picked. Take the ledger from his nightstand. Killing them is completely optional, but afterward, you can inform Pretty Sarah about their slave trade and she'll give you some Med-X in thanks. Report to Parker for quest complete.
