This terminal is located on Regret. You can find this after you pass through the water tunnel where you fight some grunts and elites. It will bring you up 2 stairs and then into a big open room with jackal snipers and many other enemies. You will want to go to the right side of the room, behind the prophet hologram. On the wall you will find the terminal.
