Inside the WEKA.jar file are 3 additional jar files that are used by the regression classifiers. Since the WEKA GUI is run directly from jar file the classloader finds them but if you're going to run from an IDE or plain ol' command line you'll need to extract them. This is a quick video of how I extract them from the jar file and add them to the classpath.
