Did Blizzard Low-Key NERF the RUSH mechanic? Is it the same? Help me decide.

So....did they? I mean low-key did they? RUSH is basically not at the top of the cards anymore. It's almost always at the bottom of the card and only AFTER you meet conditions to make rush work?
