How to fix Bioshock Infinite "Hidden Enemy" Glitch in the Factory

So yeah I was circling around hearing this guy shouting war insults at me, but I could not find him and I assumed he just did not spawn. After about 30 minutes of retardation, I found him, but couldn't shoot him, so use electricity or something like I did. Not sure if anyone else had this glitch.
