Jill finds the remaining stone needed to operate the mechanism that unlocks the gates to City Hall. Later, she meets up with Carlos and the remaining members of his Umbrella Mercenary operation, one of which is severely injured. Despite their differences, Jill joins Carlos and his squad leader to get supplies and equipment, which leads her to a curious bronze statue of Raccoon City Mayor Michael Warren.
