As the city progresses to become more mature, I utilize my neighboring city to grow the unwanted dirty industries to soften the demand in the main city, and also explain the dynamics of zone demand between cities. I also explain the conditions needed to expand the city, and the organized manner to do so. Finally, I explain how to maintain and keep checking the various civics and utilities to ensure that the city is up and running.
