Silent Hill producer Motoi Okamoto wanted to expand the franchise outside of the titular town, with the goal of making it synonymous with the psychological horror genre as opposed to a location. Stephan Bugaj developed the core story with Shanon Ingles and her interactive narrative studio Martian Brothel, who led the writing staff. Hours of footage was produced, including alternate versions of major scenes, allowing for different outcomes and narrative branches. The plot is directed by viewer participation on the official site and mobile app in the week before an episode airs. Konami was interested in the project due to the unique technical premise and worldwide streaming platform, which they hoped would attract audience members to the video games.
