Many video camera system for example needs a public IP address in order to view the camera when you are away from the location. By default, most providers do not gibe a public IP address and instead, they will provide you with a private IP that you cannot get access to from the outside, hence they need for our service. To check if you have a public IP log into router go to basic on the top right then click on the button to check internet status. If you have a public IP, the assigned ip and the one you are using will be the same. A common mistake many customers do is go to whatismyipaddress.com and they see that and think they have a public IP. That is just the IP the provider is allow you and many other customers to use and has nothing to do if you have a public IP or not.
