Can Optical Channel Margins Help Alleviate Congestion at the IP Layer?
When an IP network is congested, operators could take advantage of the channel margins in the underlying optical network and increase capacity of the IP links. Although channel margins are required for the long-term health of the optical service, it might be possible to tap into the margin while the IP network is being repaired.
