New GeForce GTX 1660 Ti SC ULTRA GAMING pulses loudly

Editing for visibility: What I was specifically referring to as loud is the pulsing that's easiest to hear in this video https://youtu.be/0Y9Dyw9JB1I Most of the time I don't notice it, because I have other things going on in the background, but when I first got the card it was an unsettling noise. Mostly I've been happy with card, over these last 6 months. ___ My brand new GeForce GTX 1660 Ti SC ULTRA GAMING is much louder than I expected, based upon reviews. EVGA was very helpful in getting it replaced, but the replacement was exactly the same. You can see more videos that show a live histrograph (from MSI Afterburner) of the rpms, temperature, and fan speed and are much easier to hear in this playlist: https://www.youtube.com/watch?v=Tsc16DtxQeg&list=PLxrA1j5teL2FoR8IhwsdqPmEPOOpzcoBQ&index=2 In this video, at first the fans are off, because this card will turn the fans off when it's cool enough. The fan sound you hear is from my Hyper 212 Evo cpu fan. There might be some hard drive sounds in there also. Then I start an msi afterburner stress test at 4 seconds. At 39 seconds, I turn the test off. The rest of the video is what happens when the card is cooling down. The pulsing starts at 1:04. The fans stop spinning at about 3:11. The fans pulse any time they are between 2% and 35% speed. Above 35%, the fans sounds sort of like a propeller plane, and under 35% they kind of sound like someone is trying to start a propeller plane engine. Or maybe a trimmer, or a lawn mower. Here is a history graph of the fan rpms https://imgur.com/VaYPXh2 I think the Ti XC ULTRA may have different bearings, which could make it quieter. I won't be able to exchange this card, because Newegg's return policy for this card is replacement only.
