Bloodborne Werewolf Spawn Glitch ( lumenflower gardens)

Has anybody else had the blue eyed werewolf's spawn here or just me? I'll kill them then they re spawn after about 10 seconds. This only seems to happen after the boss fight with celestial emissary and if i warp to upper cathedral ward lamp then make my way here
